The application process for the Subsidy for Quality Improvement is conducted online through the Shilpasathi portal. The procedure begins with a mandatory registration on the portal.

- **Step 1: Portal Access and Registration.** Go to the official Shilpasathi portal (silpasathi.wb.gov.in) and select ‘Apply online’. New users should choose ‘Create New’, specify their entity type (Industry/Business/Commercial/Charitable Society/Govt. entity), provide their registration number, and complete the ‘User Registration’ form accurately before clicking ‘Register’. Existing users may ‘Sign In’ directly using their User ID, password, and Captcha, or through their registered mobile number and OTP. - **Step 2: Service Selection.** Once logged in, applicants are taken to their user dashboard. From there, go to ‘ALL SERVICES’ and find ‘Tourism Incentive’ among the available services. Tick the corresponding checkbox. - **Step 3: Common Application Form (CAF) Creation.** Click ‘Create CAF’ to generate a unique CAF ID. Following this, click ‘Apply Online’ to access the common application form. - **Step 4: Form Completion and Document Submission.** Provide all required information in the common application form. The assessment process is not competitive; it centres on verifying eligibility and compliance. Evaluation depends on prior approval and certification from relevant authorities. Applicants must submit a detailed feasibility or project report, which requires sanction from a Central Financial Institution, Commercial Bank, or State Financial Institution. Additionally, the West Bengal Tourism Development Corporation Limited (WBTDC) must issue a Registration Certificate, Date of Commencement Certificate, and Eligibility Certificate, based on its satisfaction with the unit's arrangements.

Once these certifications are secured and verified through the online application on the Shilpasathi portal, the incentive application is processed. The WBTDC grants final approval after reviewing submitted documents and verifying expenditures incurred for quality improvement, modernisation, pollution control, and certification. The process ensures adherence to the scheme's guidelines and the legitimate incurring of eligible capital investment.
