Applications for the Subsidy for Quality Improvement are handled entirely online via the Shilpasathi portal, which gives entrepreneurs a single, streamlined route to apply. Registration on the portal is compulsory before anything else can proceed.

- **Step 1: Accessing the portal and registering.** Go to the official Shilpasathi portal (silpasathi.wb.gov.in) and select ‘Apply online’. First-time users should choose ‘Create New’, pick their entity type (Industry/Business/Commercial/Charitable Society/Govt. entity), provide their registration number, complete the ‘User Registration’ form accurately, and then click ‘Register’. Those who already hold an account may ‘Sign In’ straight away using their User ID, password and Captcha, or alternatively with their registered mobile number and an OTP. - **Step 2: Choosing the service.** Once logged in, the applicant lands on their user dashboard. Go to ‘ALL SERVICES’, find ‘Tourism Incentive’ in the list of services on offer, and tick the corresponding checkbox. - **Step 3: Generating the Common Application Form (CAF).** Select ‘Create CAF’ to generate a unique CAF ID. After that, click ‘Apply Online’ to move on to the common application form. - **Step 4: Completing the form and uploading documents.** Enter all the required details in the common application form. It is essential to attach every supporting document needed both for issuing the necessary certificates and for the incentive application itself. Typically these include project reports, financial statements, proofs of expenditure and certification details. Once the attachments are in place, click ‘Save & Continue’. - **Step 5: Reviewing and submitting.** The message ‘Document successfully uploaded’ will be displayed. Go through the completed application carefully. Before submitting it finally, make sure the Declaration checkbox at the bottom left of the page is ticked, then click ‘Submit’. - **Step 6: Tracking status and obtaining certification.** SMS and email notifications keep applicants informed in real time about the application’s status at each stage, whether it is submission, approval or rejection. Progress can also be followed continuously through the ‘Check status’ page on the portal. Once the authorities grant approval and all stages are completed, the applicant may download the approved Registration Certificate along with other relevant certificates from the online system by clicking the ‘Download Certificate’ button. - **Important Note:** Before applying for the incentive, units must first secure a Registration Certificate, a Date of Commencement Certificate and an Eligibility Certificate from the West Bengal Tourism Development Corporation Limited. Only after these prerequisite certificates are in hand can the incentive application be taken forward.

The Subsidy for Quality Improvement does not involve competitive selection; it operates as a verification of eligibility and compliance. The decisive element is prior approval and certification from the competent authorities. An eligible unit must file a detailed feasibility or project report, which has to be approved and sanctioned by a Central Financial Institution, Commercial Bank, or State Financial Institution. The unit must also secure a Registration Certificate, Date of Commencement Certificate, and Eligibility Certificate from the West Bengal Tourism Development Corporation Limited (WBTDC), which issues these on being satisfied with the unit's arrangements.

Once these certifications are in place and verified through the online application on the Shilpasathi portal, the incentive application moves forward. WBTDC grants final approval after reviewing the documents submitted and verifying the expenditure actually incurred on quality improvement, modernisation, pollution control, and certification. The exercise is thus centred on confirming that the scheme's guidelines have been followed and that eligible capital investment has genuinely been made.
