Department of IT and E-Governance, Government of Jharkhand

Central government · Government of Jharkhand · Ranchi, Jharkhand

Startup Jharkhand, run by Jharkhand's IT department, funds startups and drives the state's digital innovation agenda.

About Department of IT and E-Governance, Government of Jharkhand

The Department of Information Technology and E-Governance serves as the Government of Jharkhand's nodal agency for IT policy, digital governance, and startup ecosystem development. It administers the Startup Jharkhand initiative, established under the Jharkhand Startup Policy of 2016. Through its executive arm, the department manages startup registration, incentive disbursement, and innovation infrastructure, including the Atal Bihari Vajpayee Innovation Lab in Ranchi.

The department shapes the state's entrepreneurial policy environment, sets strategic direction for technology adoption, and maintains IT infrastructure relied upon by startups. It coordinates between central government digital initiatives and state-level implementation, and identifies problem statements from government operations that startups can address, creating a pipeline of govtech opportunities. Its programmes include nurturing 1,000 startup ideas by 2028, operating the Innovation Lab as a physical hub, providing rental assistance for startup offices in IT parks, and organising hackathons targeting healthcare, agriculture, governance, and education. The Jharkhand Startup Portal (startupjharkhand.org) serves as the primary registration and tracking platform for state recognition and incentives.

The department's mandate aligns with technology startups building products for governance, digital infrastructure, and public service delivery, particularly those in IT, BPO/BPM, and electronics system design and manufacturing. Founders addressing underserved and rural markets will find strong problem-market fit given Jharkhand's demographic profile. Student entrepreneurs from IIT (ISM) Dhanbad, NIT Jamshedpur, and BIT Mesra have a pathway through academic partnerships. The state's focus on mining technology, tribal welfare, agricultural productivity, and digital governance creates niches for startups to build with clear market demand before scaling nationally, supporting economic diversification beyond traditional mining and heavy industry.
