The Department of Information Technology and E-Governance serves as the Government of Jharkhand's nodal department for IT policy, digital governance and startup ecosystem development. It is the parent department for Startup Jharkhand, an initiative formalised under the Jharkhand Startup Policy of 2016, and carries out its work through an executive arm that handles startup registration, incentive disbursement and innovation infrastructure, including the Atal Bihari Vajpayee Innovation Lab in Ranchi.

The department frames the policy environment for entrepreneurship in the state. It sets the strategic direction for technology adoption, maintains the IT infrastructure startups depend on, and bridges central government digital initiatives with state-level implementation. It also draws problem statements from state government operations for startups to address, building a pipeline of govtech opportunities.

Under Startup Jharkhand, the department aims to nurture 1,000 startup ideas by 2028. It runs the Atal Bihari Vajpayee Innovation Lab in Ranchi as a physical innovation hub, offers rental assistance for startup offices in IT parks under the state policy, and holds hackathons and innovation challenges focused on local problems in healthcare, agriculture, governance and education. The Jharkhand Startup Portal (startupjharkhand.org) is the primary registration and tracking platform for startups seeking state recognition and incentives.

Technology startups building products for governance, digital infrastructure and public service delivery in Jharkhand and comparable markets are the intended beneficiaries. IT, BPO/BPM, and electronics system design and manufacturing (ESDM) ventures align directly with the department's mandate, and founders serving underserved and rural markets will find strong problem-market fit given Jharkhand's demographic profile. Student entrepreneurs from IIT (ISM) Dhanbad, NIT Jamshedpur and BIT Mesra have a natural pathway through academic partnerships.

Jharkhand's startup ecosystem remains in an early growth phase, and the department is building the institutional foundation for long-term development. Local problems in mining technology, tribal welfare, agricultural productivity and digital governance create niches where startups can build against clear market demand before scaling nationally. The 2016 Startup Policy and the Innovation Lab indicate the state's intent to diversify its economy beyond traditional mining and heavy industry.
