Maharashtra's state government operates a startup support framework through the Maharashtra State Innovation and Startup Policy. The policy channels assistance to entrepreneurs by way of seed funding, mentorship, incubation, and reduced regulatory burden. The Directorate of Industries acts as the nodal agency, working with partner institutions throughout the state to run programmes aimed at founders at different stages of building a business.

The state's position is reinforced by Mumbai, India's financial capital, and Pune's technology corridor. Under its programmes, the state government extends financial assistance to startups for prototyping, marketing, and intellectual property filing. Partnerships with academic institutions and private incubators allow these support programmes to reach beyond metro cities and into emerging startup hubs elsewhere in Maharashtra.

Startups registered in Maharashtra may access the programmes, across sectors such as fintech, healthtech, agritech, and manufacturing. First-time founders, women entrepreneurs, and social enterprises seeking non-dilutive funding and incubation support are also eligible.
