Cloud Storage Reimbursement

The Cloud Storage Reimbursement programme is a fiscal incentive under the Haryana Startup Policy 2022. It is administered by the Department of Industries & Commerce, Government of Haryana, alongside Startup Haryana, a dedicated unit tasked with building a supportive startup ecosystem in the state. Its work includes encouraging innovation, easing regulatory processes, and offering financial and infrastructural support to emerging businesses. The policy aims to establish Haryana as a centre for entrepreneurship, with startups expected to adopt modern technologies.

Eligible startups can claim reimbursement of 75% of actual expenditure on cloud storage and cloud computing services. The annual ceiling per startup is ₹2,50,000 (Two Lakh Fifty Thousand Indian Rupees), and the benefit is available for up to five years. This structure provides predictable support for a key infrastructure cost.

Funds are limited to expenses directly tied to cloud infrastructure and services. Startups must use recognised providers, including Amazon Web Services (AWS), Google Cloud Platform (GCP), and Microsoft Azure, among others. These services must support core business functions such as data management, application hosting, and scalable digital infrastructure. By reducing the cost of technology infrastructure, the policy allows startups to direct more resources toward product development, research, market expansion, and hiring, contributing to the state's economic growth.

The application process is conducted online through the Invest Haryana portal. Applicants begin by submitting their application on this platform, providing details about their startup and the cloud services used. A mandatory step is uploading a valid DPIIT certificate to confirm the startup's national recognition. Applicants must also submit cloud-provider invoices that itemise the services and their costs, along with corresponding payment proofs to verify the expenses. Bank details are required for the reimbursement to be processed. Claims are filed annually, enabling startups to combine expenses incurred over the year into one payout.

Applications are submitted through the Invest Haryana portal, accompanied by a DPIIT certificate, invoices from the cloud provider, proof of payment, and bank details. Claims are filed annually and checked by the Department of Industries. Once approved, startups receive 75% of their actual cloud storage expenditure, subject to an annual ceiling of ₹2.5 lakh, for a maximum period of five years.
