Department of Industries & Commerce, Government of Haryana

The Department of Industries & Commerce is the state government body responsible for industrial development in Haryana, and it serves as the nodal department for Startup Haryana (startupharyana.gov.in). The state hosts more than 11,000 DPIIT-registered startups spanning IT, engineering, electronics, automobiles, textiles and hi-tech industries, concentrated in hubs such as Gurugram, Faridabad and Hisar.

The Haryana State Startup Policy 2022 is a sector-agnostic policy aimed at enabling at least 5,000 new startups. It rests on four pillars: Infrastructure Augmentation, Fiscal Support, Regulatory Easing, and Entrepreneurship Development.

Under the policy, fiscal incentives include a seed grant of up to ₹10 lakh per startup for idea validation, PoC and prototype development; lease rental reimbursement of 30% for general startups and 45% for women-led startups, capped at ₹5 lakh per year; full reimbursement of eligible patent registration costs up to ₹25 lakh; 50% net SGST reimbursement for seven years, limited to 100% of Fixed Capital Investment; 75% reimbursement of cloud computing expenses on Haryana-based data centres, up to ₹2.5 lakh per year for five years; and up to ₹2.5 lakh per year for attending national-level acceleration programmes. The department has approved 17 incubators and backs district-level incubation centres matched to local sector strengths, working with IIT Delhi, IIM Rohtak and NIT Kurukshetra.

Startups incorporated in India, ideally based in or operating from Haryana, and holding DPIIT recognition may apply, across any sector — particularly IT, healthcare, agriculture, green technology or energy. Women-led startups receive enhanced benefits under several schemes.
