Haryana Startup Policy 2022 Lease Rental Subsidy for Startups

The Haryana Startup Policy 2022, run by the Department of Industries & Commerce and Startup Haryana, provides a Lease Rental Subsidy aimed at strengthening the state's entrepreneurial base. Through this policy, the Haryana government seeks to build an environment that supports new businesses, encourages innovation, generates jobs and diversifies the state's economy. Startup Haryana serves as the implementing agency, offering fiscal benefits and support to emerging enterprises.

The scheme is intended to ease the operating costs of DPIIT-recognised startups based in Haryana. It reimburses lease rentals paid for office, co-working or incubation spaces, which represent one of the largest fixed costs for early-stage companies. Under the standard provision, 30% of the lease rental is covered, subject to a ceiling of ₹5,00,000 per year. Majority women-owned startups — those where women founders or directors hold more than 50% equity — receive a higher rate of 45% of lease rental, within the same annual ceiling. This differential treatment is meant to support women entrepreneurs and build a more balanced startup ecosystem.

The assistance is structured to deliver relief over a sustained period, remaining available for up to three years. With this support, young companies can direct more of their capital towards research and development, market expansion, hiring talent and scaling operations, instead of committing a disproportionate share to property costs. Since the funds are paid as reimbursement, they offset a substantial part of rent and contribute to the financial stability and longevity of promising startups.

Applications for the Lease Rental Subsidy are submitted through the Invest Haryana portal, the state's own online platform for investment and startup schemes. Submitting online keeps the process efficient and accessible for every eligible applicant. Startups applying must fill in an online form with the required business and operational particulars. A key stage of the application is uploading the mandatory documents that establish eligibility and the amount claimed. These comprise the DPIIT certificate, which evidences the startup's official recognition; a copy of the lease deed, which substantiates the rental agreement; and bank statements or other evidence of rent payment, which verify the expenditure. Where a startup applies for the higher subsidy rate available to women-led enterprises, it must furnish the detailed shareholding pattern to show majority women ownership, thereby maintaining transparency and confirming that the specific conditions for this enhanced benefit are met. Applicants should assemble all documents beforehand so that submission proceeds without difficulty.
