Haryana Startup Policy 2022 Patent Cost Reimbursement Scheme

The Haryana Startup Policy 2022 is administered by the Department of Industries & Commerce, Government of Haryana, with support from Startup Haryana. It sets out a framework for encouraging innovation and entrepreneurship in the state. The policy focuses on technological advancement and intellectual property protection, and seeks to diversify the economy, create employment, and build Haryana's position as a startup hub in India.

The Patent Cost Reimbursement Scheme operates within this policy as a financial incentive. It addresses the cost of securing intellectual property rights so that startups can innovate without being held back by expenses. The scheme reimburses 100% of the actual costs incurred in the patent filing process, with each eligible startup able to claim up to ₹25,00,000 over the policy period.

Reimbursable expenses include professional fees charged by patent attorneys, official filing fees mandated by patent offices, examination charges, and other statutory fees. The scheme covers domestic patent applications filed in India as well as international applications processed through routes such as the Patent Cooperation Treaty (PCT) or filed directly in foreign jurisdictions. Product patents, process patents, and design registrations are covered, as defined by the policy.

Claims may be made either on grant of the patent or, in part, at the initial filing stage, depending on the policy guidelines and the milestones the applicant meets.

Applications for the Patent Cost Reimbursement Scheme are made wholly online, through a single route:

1. **Apply online through the Invest Haryana portal.** The application must be filed on the Invest Haryana portal, the state government's single window for startup applications and support schemes. 2. **Upload proof of DPIIT recognition.** The official certificate or other proof of DPIIT recognition has to be attached. This establishes that the startup meets the eligibility requirement. 3. **Upload patent documents.** Copies of the patent application receipts, showing the filing date and the type of filing, are required. Where the patent has already been granted, the official patent grant certificate must be provided instead. 4. **Upload invoices and payment records.** Itemised invoices raised by the patent attorney or IP firm, together with the matching payment receipts, must be submitted. These establish the costs actually incurred, on which the reimbursement is calculated. 5. **Provide bank details for disbursement.** The startup must give correct bank account details so that the approved reimbursement can be credited directly and without delay.

Applications go through the Invest Haryana portal, where a DPIIT certificate, patent documentation, attorney invoices, payment records and bank details must be uploaded. The Department of Industries & Commerce then checks eligibility and verifies that the patent has been filed or granted. Once approved, a startup is reimbursed up to ₹25 lakh, covering 100% of patent costs.
