Mizoram MSE Price Preference

The Industrial and Investment Policy of Mizoram 2025 addresses the disadvantage local firms face when competing against larger out-of-state suppliers, where price is often the deciding factor. In tenders issued by the Government of Mizoram, eligible Micro and Small Enterprises receive a price preference of up to 12% over the lowest bid from an out-of-state competitor.

This means a local MSE whose quote is within 12% of the cheapest external bid can still be awarded the contract. The eligibility criteria mirror those used elsewhere in the procurement framework: the enterprise must be registered and operational within the State, and must employ at least 70% of its workforce locally.

- Complete Udyam registration as a micro or small enterprise operating in Mizoram. - Keep records demonstrating that no less than 70% of your employees are local residents. - Enrol on the state’s tender portal and submit bids for Government of Mizoram tenders. - In your bid, apply for the MSE price preference, attaching your registration certificate and proof of local employment.

Bids are assessed through the standard tender procedure. Quotes from eligible MSEs are considered even if they exceed the lowest out-of-state offer by as much as 12%.
