Mizoram MSE Procurement Reservation

Under the Industrial and Investment Policy of Mizoram 2025, the Government of Mizoram sets aside at least 25% of its yearly purchases for Micro and Small Enterprises that are registered and functioning within the State.

To qualify, an enterprise must have a workforce comprising no less than 70% local residents. For a small manufacturer or service provider, this operates as a demand-side benefit rather than a direct cash subsidy. It offers a reserved portion of government contracts that such businesses may compete for, and it works alongside the policy’s price preference, along with exemptions from tender fees and EMD for the same category of MSEs.

- Ensure the enterprise is registered as a Micro or Small Enterprise under Udyam and remains active within Mizoram. - Keep documentation that demonstrates at least 70% of the workforce is locally employed. - Create an account on the state’s procurement/tender portal and track tenders issued by Government of Mizoram departments. - Submit bids under the MSE reservation, attaching the Udyam registration certificate and a declaration of local employment.

Qualifying micro and small enterprises compete for the reserved portion of annual procurement, with tenders awarded through the standard government procurement procedure.
