That proposal has to set out, in detail, the industrial activity proposed, the Thrust Sector under which it falls, a sound financial plan and — most importantly — a projection of direct employment generation showing that no fewer than 1000 state-domiciled individuals will be employed. Applicants are expected to register on the official state industrial portal or file documents with the Industries Department. Adherence to all state and central industrial regulations remains a requirement at every stage of applying and setting up the unit.

A committee of experts drawn from the Industries Department, along with representatives of other concerned state agencies of the Government of Odisha as required, evaluates applications for the Subsidized Land for Employment Generating Units programme. The main criteria are how closely a proposal aligns with the state's notified Thrust Sectors and whether the applicant can substantiate a commitment to create at least 1000 direct jobs for persons domiciled in the state. The committee also examines technical feasibility, financial viability, environmental impact assessment and the wider socio-economic gains the project is expected to bring to the region.

Applicants who clear this stage may be asked to make presentations or appear for interviews to explain their proposals and commitments in greater detail, a step intended to keep the process transparent and in keeping with the policy's objectives.
