Goa Startup Mission is the State's nodal agency for startup promotion, operating through the Start-up Information Technology Promotion Cell (SITPC) under the Department of IT, Electronics & Communications, Government of Goa. It implements the Goa Startup Policy and manages a suite of incentives designed to grow a self-sustaining innovation ecosystem in the state.
The organisation provides financial and operational support to certified startups, including seed capital grants of up to ₹10 lakh for building Minimum Viable Products, salary reimbursement for hiring fresh local talent, and subsidies for co-working spaces, incubators, and accelerators. It also offers 100% reimbursement of IP filing costs, R&D expense reimbursement, and a structured 5-month accelerator programme with mentorship and funding support.
Eligibility for these benefits requires a valid SITPC certificate, registration in Goa, and a technology-oriented focus. Local startups with at least 50% equity held by Goans can access additional schemes such as R&D reimbursement and lease rental subsidies. Under successive startup policies (2017, 2021, 2025), the Mission has certified hundreds of startups, supported co-working infrastructure across Panaji and other districts, and funded incubation cells in educational institutions across the state.
