About Goa Startup Mission

The Goa Startup Mission is the state nodal agency responsible for startup promotion in Goa. It functions through the Start-up Information Technology Promotion Cell (SITPC), which sits under the Department of IT, Electronics & Communications, Government of Goa. The Mission administers the Goa Startup Policy and delivers a set of incentives intended to build a self-sustaining innovation ecosystem within the state.

Its schemes cover several kinds of support. SITPC-certified startups may obtain a one-time seed capital grant of up to ₹10 lakh for building a Minimum Viable Product, with up to 100 startups chosen annually through a pitch and due-diligence process. Startups that hire fresh local talent can claim 50% salary reimbursement, capped at ₹15,000 per month per recruit, for up to 25 employees over 3 years; those whose workforce is 60% local can claim 25% of the local workforce salary up to ₹25 lakh per year. Seat costs at SITPC-listed co-working spaces, incubators and accelerators are reimbursed at 50%, up to ₹3,000, ₹5,000 and ₹6,000 per seat respectively, for periods of 3 months to 2 years. Intellectual property filing costs are reimbursed in full — up to ₹2 lakh for national registrations and ₹5 lakh for international filings — for up to 200 startups a year. Local startups holding a working prototype can recover 50% of R&D expenses, including PhD and Master's-level salaries, for 2 years, capped at ₹5 lakh per annum. A structured 5-month cohort, the Goa Startup Accelerator Programme, offers mentorship, market access and funding support and concludes with a Demo Day. Startups in leased premises may claim internet, cloud services and software licence costs up to ₹1 lakh per quarter for 1 year, along with a lease rental subsidy of up to ₹20 per sq.ft per month for local startups.

A valid SITPC certificate is required for all benefits. Applicants must be registered in Goa, technology-oriented, and must satisfy the Department's due diligence criteria. Startups in which Goans hold at least 50% equity qualify as local startups and may access further schemes, including R&D reimbursement. Across successive startup policies introduced in 2017, 2021 and 2025, the Mission has certified hundreds of startups, supported co-working infrastructure in Panaji and other districts, and funded incubation cells in educational institutions statewide. It welcomes startups at ideation, prototype or early-revenue stage that are registered, or prepared to register, in Goa and are seeking seed capital, workspace subsidies, salary support or IP protection funding. Founders from Goa and elsewhere may both apply, provided operations are established in Goa, though certain schemes such as R&D reimbursement and lease rental subsidy remain exclusive to local founders.
