The Department of Industries and Commerce functions as the Union Territory of Ladakh's administrative arm for industrial development, with jurisdiction over the districts of Leh and Kargil. Its work is carried out via sub-offices such as the District Industries Centre, alongside dedicated divisions for handicrafts, handlooms, and geology and mining. The department's remit therefore extends across modern enterprise as well as Ladakh's established craft and weaving trades.
Among the department's policy documents are the Ladakh Sustainable Industrial Policy and the Ladakh Industrial Land Allotment Policy 2025-35. It also publishes maps of the industrial estates of Ladakh, together with the procedure for applying for land allotment within an industrial estate.
Entrepreneurs and artisans in the territory receive support through centrally sponsored schemes that the department delivers locally. These include the Prime Minister Employment Generation Programme, the PM Formalisation of Micro Food Processing Enterprises scheme, PM Vishwakarma for artisans and craftspeople, and the Weaver Mudra scheme.
