Uttar Pradesh's UP Startup Policy funds startups to build a large state startup base.
The Government of Uttar Pradesh administers India's most populous state and one of its fastest-growing centres of enterprise. Its IT & Electronics department runs the UP Startup Policy, under which the state has undertaken to develop a broad, decentralised startup ecosystem, with incubators distributed across every division.
The policy aims to create an extensive incubator network and one of the country's largest startup communities, backed by earmarked funding, infrastructure and incentives. A major incubator and innovation hub operates in Lucknow, with further incubators in Noida, Kanpur, Varanasi, Prayagraj and other cities, frequently set up jointly with academic institutions.
Support measures include a monthly sustenance allowance for incubated startups, with higher support for women-led ventures; seed and prototype grants disbursed via recognised state incubators; a state startup fund or Fund of Funds directing capital to early-stage ventures; and incentives for marketing, patents and reimbursement of incubation and infrastructure costs. Priority sectors are agritech, drawing on the state's large agrarian base; manufacturing and MSME-linked innovation; IT/ITeS; fintech; edtech; healthtech; and ODOP (One District One Product) linked enterprise. DPIIT-recognised startups registered or operating in Uttar Pradesh and incubated at state-recognised incubators are eligible, with additional support available to women entrepreneurs. Founders based in or expanding to Uttar Pradesh who are seeking sustenance allowances, seed grants and incubation through the growing district network should approach state-recognised incubators and follow programmes at up.gov.in and startup.up.gov.in.
